The aging of the population is a major issue facing all humankind.In response to the ageing of the population, the United Nations has established guiding ideology such as healthy aging, active aging and the principle of the elderly, among which the most important is the concept of active ageing.Based on our country’s actual conditions and drawing on international experience, our country has actively responded to the aging population’s rise to a national strategy. The 19th National Party Congress has also made new deployments, actively responded to the aging of the population, and established a policy framework and social environment for the elderly, the elderly, and the elderly.Promote the combination of medical care and health care, accelerate the development of old-age businesses and industries.

The active ageing concept is not only a new idea, a new attitude, but also a new action.To establish a positive outlook on ageing, we must use a more positive attitude, more active policies, and more active behaviors to meet the challenge of population aging. In the new era, the development of the service industry for the aged must incorporate the concept of active ageing throughout the entire process.

First, give fuller play to the role of the market and social forces

Under the vision of active aging, the western welfare state has begun to propose a new model of “developmental social policy” or “positive welfare” on the basis of rethinking the traditional welfare model. The core idea is to redefine the responsibility boundaries of the government, market, and society.Give full play to the role of the market and social forces.The 19th CPC National Congress proposed that a multi-level social security system covering the entire people, urban and rural areas should be established, rights and responsibilities should be clearly defined, safeguarded appropriately, and sustainable in accordance with the requirements of the bottom line, the dense network, and the construction mechanism.The sense of well-being and security are more fulfilling, more secure and more sustainable.The development of the elderly care service industry in the new era must achieve a more substantial, more secure, and more sustainable goal. We must base ourselves on China’s national conditions, learn from the experiences of Western developed countries, and draw lessons from them, and take the road of development of the service industry with Chinese characteristics.On the one hand, we must see that the pension service industry is first of all a business, has welfare, public welfare, and other characteristics, and must better adhere to the government-led approach.The first is to intensify the reform of “distribution of services”, increase support and supervision, create a more fair and equitable and more sustainable policy environment and social environment, and secondly, provide more adequate pension public services, including the provision of basic old-age service facilities.To better protect the basics and pocket the bottom line, it really manages the government's responsibility and assumes the government's responsibility.On the other hand, the pension service industry is also an industry. It must follow its own development laws. The market must play a decisive role in the allocation of resources and give full play to the greater role of social forces.It is necessary to fully realize that development is still the first “essential task” of the pension service industry. To increase the scale, adjust the structure, increase the efficiency, and enhance the quality, we must closely rely on the market and social forces. We can only adjust the structure if we increase it.Only with social participation can we improve efficiency, and only moderately healthy competition can improve quality.The retirement service industry is a sunrise industry with great potential for development. The social forces need to dig deep into the real and effective needs of the elderly, “really understand the elderly,” work hard to study the “just-needed” elderly, and work hard on product development and quality improvement.Work hard on standardization, branding, and chaining, and work hard on applying new technologies.

Second, give fuller play to the basic role of family endowment

Our country proposes an “age-based, community-based, institution-based, and medical-combination” pension service model. This is an old-age care model that implements an active ageing concept, draws on international experience, and is suitable for China’s national conditions. It is also the most active and economical application.Pension mode.The newly revised law on the elderly revised the phrase “the elderly rely mainly on the family” to “the old people support the elderly on the basis of home”.In this regard, we must have a correct understanding, and form a consensus in the entire society. We must not endow the family with old age, and even in turn criticize the family for the elderly in the name of developing family retirement.It is the act of putting the cart before the horse.In fact, the new concept of “home-based care for the elderly” includes family pensions, and home-based care for the elderly is a traditional family pension + modern pension service.It must be reiterated that no matter how strong the national strength is in the future, how the government can strengthen the old-age responsibility, how socialized old-age care services can be developed, and the family pension will not be outdated. In particular, family care, spiritual comfort, family love, etc. are difficult substitutes for other old-age care methods.Of course, we must also face the development trend of family miniaturization and weakening of family functions, and formulate and implement the family pension support policy.For example, encouraging children and their parents to live nearby, giving preferential policies in purchasing homes, implementing care leave, wheezing system, family member nursing skills training, etc. These are all active and effective pension service policies.

Third, pay more attention to the transformation and upgrading of the needs of elderly care services

According to the theory of active ageing and life history, old age is part of the human life process. Aging and functional decline are slow and gradual processes. “There is no essential difference between the elderly today and tomorrow.”Retirement is a kind of life style in the old age period. It is based on commonness and supplemented by particularity.Therefore, we must not deliberately isolate the elderly from the society. We must not over-inflict elderly people. After reaching a certain level of material standards, their happiness will come from the satisfaction of spiritual and cultural needs, and spiritual culture.The demand is endless, and the supply of old-age care services will shift from the main heavy material to the major spiritual culture.

Fourth, pay more attention to the prevention and rehabilitation of the combination of medical care and rehabilitation

Under the vision of active aging, the combination of medical care and rehabilitation should focus on the care after disability and deprivation, turn to active prevention before disability, and active recovery after disability, and it is necessary to achieve accessible health services.Also, we must pay attention to the goal of not causing excessive medical treatment.The focus of medical care and support integration is not institutions, neither hospitals + nursing homes, nor nursing homes + hospitals, but communities and families. In accordance with the requirements of strong grassroots reform, health services should be extended to the communities and families where the elderly live, and community healthThe service center is stronger and implements the family doctor system.The combination of medical and healthcare “doctor” is not medical “medical”, but the whole life cycle, the whole process of health services, and the focus should be on front-end health management, chronic disease prevention, and back-end rehabilitation care, hospice care.At present, the whole society generally lacks the concept of prevention of old people's functional decline and disability, lack of active prevention and active rehabilitation concepts, and simply emphasizing care may lead to over-care and care dependency.The key points should be moved forward, and more emphasis should be placed on prevention at the policy and practical level. This is the core principle of active ageing.For example, through comprehensive assessment and intervention, it is possible to prevent or delay the elderly from falling into a state of impaired state of disability. The more active the participation, the better the physical and mental health.Although China is currently in a period of rapid development of population aging, the structure of the elderly population is still at a low age, and older people have more room for old things.By the end of 2017, there were 241 million people aged over 60 in China, accounting for 17.3%, of whom 82.53 million were 60-65 years old, accounting for 34%, 56.1% of young people aged 60-69 years old, and 32.9% of middle-aged people 70-79 years old.Twenty-six million elderly people over the age of 80 accounted for 11%.We should take an active look at the elderly, vigorously eliminate age discrimination, and guide the whole society to increase acceptance, respect, and help the elderly with a sense of caring, to form a good atmosphere for the elderly, the elderly, the elderly, and the elderly; and to give full play to the role of the elderly and to play for older people.The role will create conditions that will guide them to maintain a healthy and healthy mentality and enterprising spirit. 6. Paying more attention to the construction of an environment friendly to the elderly

Under the vision of active aging, building a friendly environment for the elderly is not only an important support for the participation and development of the elderly, but also an important part of the development of the service industry for the elderly in the new era.To realize the sharing and sharing of resources and facilities, and to resolve the shortage of urban elderly care services and facilities, we must change our thinking. Enterprises must also display, experience, and demonstrate through successful cases of ageing and adaptation, and lead the elderly to purchase appropriate aging services.The new consumption is an important area for the structural reform of the supply side of the aged care service.To build a social environment that respects the elderly, loves the elderly, and the aging of the population is a new basic national condition of our country. The characteristics of aging population in our country are that we have to be old before we are rich and have not prepared to be old. The entire society has limited understanding of the national conditions of aging populations, such as the retirement institutions entering the community.The problem of "neighborhood" is that because we do not understand it, we must educate the whole nation about the national conditions of the population and increase the awareness of respecting the elderly and the elderly.
